From the jury's report:
This proposal has a striking expression, whose exterior reflects the movements of the interior and connects Odengatan up to the hill.
The logistics in the building are in principle some of the best in the competition, with slow, meandering routes through the library being mixed with fast short-cuts. This provides a quick overview and the possibility to mix more buzzing and calmer spaces within the library. However, the concept is based on most of the public areas being located on or near sloping floors. The authors have not dispensed with this principle despite it making the library both difficult to use for persons with disabilities and very heavy going for the library staff. This is also true of the roof landscape which looks inviting but in reality is physically demanding for visitors to use. Unfortunately, the authors have not managed to master the project’s accessibility problems. The library areas are beautiful and light despite the concept of the building being located right next to the hill.
The connection to the Asplund building has not been changed at all, it is generous and docks at the rotunda floor level but cannot be described as anything other than “brutal”, even if it clearly indicates that the activities in the two building are connected.
